In my limited experience with GPS, one time it indicated a road where there was none - and another time it indicated no road where there was one: a high speed limited access expressway. I suspect in the latter case that the person's GPS needed to be updated.

If it was a car system probably. My car one is years out of date. I just use Google maps connected to it now.
