If the U.S. was calling the shots, it would have been a U.S. military spokesman, and first. The players and their sequence show it wasn't a U.S. show but an Israeli one and the U.S. Army followed orders from the IDF.

So the US was calling the shots until the IDF spokesman spoke and he will be calling the shots until a US military spokesman speaks up and the US will be in charge until Israel speaks again.
