If they only have one flour mill in Ireland, then this seems functionally equivalent to an “infant industry” that Alexander Hamilton argued needed protectionist measures until economies of scale could be attained.

It is Government policy to grow and develop the tillage sector, and I believe in the importance of developing new added value opportunities to enhance its long-term sustainability and competitiveness. You've got to be kidding me. He talks like this is AI, microchips or a commercial satellite launching operation. Its not like flour mills have been around for oh, I don't know, several thousand years. Its a real "investment" in longer term sustainability to subsidize inefficient flour mills.
