Not exactly. The base for the EU was the Common Market, which was based on a French-German trade agreement made long after the Marshall Plan ended. We had nothing to do with it.
What was the plan then? No borders and tariff reduction!
Apart from humanitarian and Communist containment efforts it sought to supercede the nation state interests by means of economic policy. And Washington had everything to do with it because it was their dream.
