Based on recent reports, investigations, and allegations, the “counterparts” of USAID in contexts of alleged corruption, mismanagement, or oversight failures include
<><> a network of international organizations,
<><>private contractors,
<><>and local partners.

The USAID Office of Inspector General (OIG) monitors these entities for fraud, waste, and abuse. Key counterparts in the context of USAID’s foreign assistance operations, as identified by recent OIG reports and investigations, include:

1. International Organizations and UN Agencies
USAID OIG has noted challenges in obtaining information from United Nations agencies regarding misconduct, including allegations of sexual exploitation and abuse. Key entities include:
<><>World Food Programme (WFP)
<><>UN Office for Project Services (UNOPS)
<><>UN High Commissioner for Refugees (UNHCR)
<><>World Health Organization (WHO) wrt misconduct during the Ebola crisis in the DRC.

2. Private Contractors and Implementing Partners
Large, U.S.-based contractors (prime awardees) manage significant portions of USAID funding, and some have been involved in fraud schemes:
Chemonics International: Listed among firms with terminated or investigated contracts.
Palladium International: Listed among firms with terminated or investigated contracts.

Apprio and Vistant: Companies that admitted to a bribery scheme involving a USAID official.

EcoHealth Alliance: Identified by the White House as a recipient of funds for projects deemed “waste and abuse”.

3. Non-Governmental Organizations (NGOs) and Local Partners
Syria-based NGOs: Investigations by the OIG led to the suspension of 14 entities and individuals involved in cross-border aid programs from Turkey, with allegations of significant fraud and diversion of aid.

4. Foreign Government Entities: In certain regions, local government officials have been accused of “elite capture” of aid.Financial Institutions: Specifically mentioned in investigations is the Inter-American Development Bank.

5. Oversight and Investigative Bodies
While often acting as watchdogs, these entities are the primary, and often sole, counterparties for detecting and investigating corruption: USAID Office of Inspector General (OIG): Conducts investigations into fraud, waste, and abuse within programs and with partners. DOJ / FBI Collaborate with the OIG to prosecute corruption cases.

As of early 2025, the Trump administration has taken steps to reduce, audit, and restructure USAID, citing “waste and abuse,” and has initiated a 90-day pause on foreign aid programs to conduct a review.
