Its not different parts of the country its a wealthy socialite event. Atlanta or the Hampton’s you dress up. Bottom line this woman was under dressed for the event. So people will likely make mention of it.

Have it your way. The fabric of her dress was dressier than most of the other luminaries at the wedding, and the men wore suits, not tuxes; so it wasn’t even black tie:
