I just think there has to be more to his seeming reluctance to invoke the act.

There is an old saying in chess: "The threat is stronger than the execution."

So far, Trump is getting what he wants by simply hinting at invoking the act.

I would agree since I am inclined to view his actions in just that way, but...this kind of thing (like the scumbags who put out the video about disobeying “unlawful orders”) has effects that go beyond what is happening now.

It allows normalization of this decay of our institutions along the spectrum towards dissolution of them when the time is right.
