Correct, large-scale desalination costs NEXT TO NOTHING relative to the cost of ‘free’ water when you get it delivered to residences...maybe 10% more. So your average $50 water bill might be $55, but no more big-government crap (days you cannot water, cannot wash your car, etc.), at least with regard to water.
Of course it’s all dreaming, since we (the United States) no longer do big projects, but maybe China will...
Within two decades, scientists will figure out a very cheap way to desalinate ocean water.
Even the Sahara Desert will be an oasis.
