You’re missing a major component of any truly civilized society, namely the democratic establishment of laws governing the operations of that society and the enforcement of those laws by established law enforcement agencies and judiciary systems. Attempts by any individual or groups of individuals to engage in activities in defiance of the established laws and regulations of such a society should be arrested and charged for offenses which violate said laws.
