I’m going to imagine those helipads are special purpose and not available to the great unwashed masses. Even if you’re a billionaire you likely won’t get some private helipad to let you land on your daily commute. The security risk to the owner would be great. Not to mention what insurance carriers will have to say about this.
It was lawsuits that ended American dominance of the personal aircraft industry. If a private plane is sold new, the cost is tripled to cover the potential liability that the builder might suffer. The lawyers are probably smiling, while sipping champagne and urging this on from blind media accounts.

Probably a large part of the reason there are so many in Tokyo, compared to NYC? I dunno numbers, but I imagine that to be the case. The Japanese don’t let lawyers run amok as we do.
