It was George Bush the first who stated our involvement in Somalia at the end of his administration and I think it was after he had lost the election to Bill Clinton. It was like a middle finger on his way out the door. I remember thinking that at the time.
Reagan supported Somalia quite a bit as an anti-dote to USSR backed Ethiopia.
