THe pilot was initially almost perpendicular to the road. The vehicle is seen backing up, and the front wheels, initially turned to the left, are straight when the vehicle has stopped backing up. Note the agent directly in front of the driver, while the wheels are straight.
Why is the agent in front of the pilot? Because the agent was in the road, next to the vehicle to the right of the pilot, as seen in the sortor video. He is starting to cross the road, when the pilot turns and is pointed at him.
Why does the agent start drawing his gun? Because after the pilot has backed up, you see the brake lights go out, then the female guns the pilot, because you can see the tires spin. The agent hears that, and starts pulling out his gun to defend himself --- because he is in front of the pilot.
Why does the pilot drive off to the right, avoiding the agent? Even with power steering, unless you force the steering wheel, the tires on a vehicle don't immediately turn when turning a steering wheel. The female had already started to attempt to turn the steering, but the wheels had not responded until she had already been shot, and the pilot starts moving forward. The pilot moves about 3 feet, and hits the agent in the process.

According to a statement released by Homeland Security agents are taught never to approach a car from the front for obvious reasons. And they are also told that shooting the driver will not stop the car from moving forward so the correct action is to get the hell out of the way. But this cowboy was pissed that she clipped him and so decided he had every right to take her out and now finds himself in trouble. At this point his best hope is for a sympathetic jury. This is the sort of thing that happens when you rely upon inexperienced police officers. I would say inadequately trained as well except that it appears that he was properly trained he just chose to ignore official protocol.
