For states that refuse to supply election data or voter roles to the FBI or whoever, and refuse to maintain clean unchallenged voter laws, the solution is simple: in presidential voting, votes and electors from that state will not be included in national totals, such as the Electoral College.
Not only exclude their Presidential votes but their representatives and Senators as well. Dirty elections = unrepresented in the federal government.
And if they start refusing to pay taxes, invade them and take out all the commies.
