That is a great start. Congress should add to the bill:

A ban of the National Popular Vote Interstate Compact (NPVIC) which says that a state’s electoral votes go to the candidate that wins the popular vote, i.e. attempt to circumvent the constitutional amendment process.

18 states, all blue, currently have approved this unconstitutional measure.
