That is the equivalent of 3 Combat Aviation Brigades (IIRC). Thing is, Apaches will always have a logistical “tail” - i.e. ground crew, headquarters, administrative people, etc. There would also be other support aircraft such as Blackhawks for support missions.
“Bongino Rule” applies here, I think.
