Then came the weapon that still haunts him.

Once a weapon is revealed, which doubtless includes several aspects of the technology used in capturing Maduro, counter measures inevitably start to evolve at a rapid pace.
This means the power to take out certain additional objectives, including cartel operations and Cuba, will never be higher than they are right now.
