Wouldn’t work stoppages be better than continuing
trucking with uneducated drivers?

That is a part of the answer as they need to be
educated enough to understand laws, etc. which
include rules of the road, etc. It wouldn’t be to
far down the road with computers to give them
a detailed route as they proceed on the road.
The answer is deport every last one of them.
