You're comparing apples and oranges. There are slight differences in jurisdictions, but it basically works like this: Absentee ballots are requested by the individual, who provides identification prior to a ballot being specifically mailed to that person. The person receives the ballot with firm instructions to return it in advance of election day. It can be returned by mail or dropped off with the Probate Judge or other election official.
In modern voting by mail, ballots are mailed to every registered voter, which is then returned with much less proof as to whether it's being sent by a legit voter. It's rife with fraud as the ballots can be harvested and then distributed to any Tom, Dick, or Harry. The other trick is to mail them at the last minute; thereby inundating the system and making it virtually impossible to accurately vet the voters.
Nobody is talking about eliminating absentee voting; the problem that needs to be eliminated is voting by mail and counting ballots received after election day. Absentee voting is generally done well in advance by conscientious voters; mail-in voting generally involves a last-minute bum's rush that cannot be accurately validated.
