Ok, let’s assume you don’t play dumb by taking words out of context and equating “consuming” to “paying bill”. Ask yourself this question: which is true (or truer), A) or B) ?
A) a cow farmer can produce a pound of beef and paying zero gallon of water.
B) the water utility will be payed for 200,000 gallons water (or whatever the latest number they pull out of their hat) for each pound of beef produced.
