In the film, Day-Lewis was playing the part of Bill Cutting, an English-descended American in the then-semi-rural New York City in the mid-1800s. He and his “gang of New York” were making bloody, racist street warfare in resistance to the incoming potato-famine Irish immigrants, some of whom were being pressed into the Union Army right off the boat to fight in the Civil War. You see that Bill “The Butcher” Cutting has wrapped himself in the US flag.
The top panel's interviewer is asking whether “diversity is our strength”, and the use of that character in the bottom panel implies that violent resentment of immigrants went back over a century. I dispute any comparison to today's immigration due to different circumstances, but nontheless, the juxtaposition made me laugh.
And this is why memes are such powerful communicators: it took a lot of words to explain what a person familiar the background of the imagery could grasp in a millisecond. Different memes for different folks, to and from of a wide variety of cultural contexts. You are doing a time-saving service, dear Pookie!
By the way, It's a great movie—Scorsese directed.

I know I’ve seen Day-Lewis in a couple of movies, but not that one. I didn’t quite recognize that it was him in the image.
Our culture has become so complex, and available images so abundant, no one can possibly recognize every image. Different memes for different folks! The variety of images you post have appeal to so many freepers from many backgrounds. Your column has faithful fans!
