That’s the rub, half the population does not pay any income tax.

Paying income taxes is a good (but not perfect) proxy for "having skin in the game". I like it as a criterion for voting ... except that I think Amendment 16 should be repealed, and the income tax abolished ... and the size, scope, power, and cost of government drastically reduced.
