The L.A. River if you didn’t know is huge cutters that are so big it’s called a river. It’s run off of debris, trash and toxic chemicals empties into the Pacific Ocean. The ocean becomes so toxic that you can’t swim in the ocean for several weeks after a big rain.

Ocean doesn’t “become toxic”, just filled with feces etc… it’s basically biological soup after a lot of rain.
