The subject of Congress choosing the President was debated extensively at the Convention. Why do you suppose the Founders designed this complicated Rube Goldberg EC system if they wanted Congress to be in charge?

Like the rest of the Constitution, it is a system of checks and balances. Congress has the authority to determine the result of an presidential election which is in fundamental dispute.

There was no dispute by any State about the election of 2020. Zero.
