His generation or the “Elite” anyhow saw the advent of thermonuclear weapons as the impetus for a world body that would oversee their development. This was planned even before the first atomic weapon was even tested. They thought war was impossible going forward, and that other nations would inevitably acquire them, and this was unthinkable. I understand the logic, the intent was to bomb Berlin, but the war ended in Europe before it could be used. It definitely ended the war against Imperial Japan.
They should have nuked the Kremlin and saved the world a whole lot of trouble, one of the great blunders in history, by far.
