I recall as far back as 1971 it was virtually impossible to get deadbeat tenants evicted in New York. My sister worked with a guy who owned some apartments in Manhattan. He had a non-paying unevictable tenant. He went to the stationary store and bought some official looking seals and stationary, and wrote a DIY eviction notice. He went to the apartment, drilled and changed the locks, threw the furniture out in the street and when the tenant returned, he “served” him with an “eviction notice”. The tenant called the cops. The cops asked him if he had a lease or cancelled rent checks. He said he didn’t pay rent. The cops told him it was a civil matter and departed.
