IF the Republican CR passed the Senate today, the President could sign the bill and the government would immediately re-open, right?
HOWEVER, the Democrat 'CR' has NOT been passed by the House of Representatives. THEREFORE, even if passed by the Senate, the Democrat bill would need to go BACK to the HOUSE, to be voted on by them, mostly Republicans.
This would go right back to major budget negotiations and the government would stay shut down. So Schumer and the Democrats are lying (surprise) when they say that the Republicans in the Senate can solve this immediately. Am I right?
Well technically if it added anything, such as an extension of the subsidies, it would not be a CR any more. It would then be a new appropriation bill. A CR is a temporary agreement to continue to operate the government under the existing appropriation bill. Adding new appropriations makes it an appropriation bill.
This is more than just semantics, or at least it is if we are still following the Constitution. The Senate could not vote on such a bill and send it to the House. All appropriation bills must originate in the House, so presumably that would apply to this hypothetical bill.
Wow! So glad you explained that. Problem is, a CR can contain new provisions and not just be an extension of already agreed terms. The revision to the Republican CR by the Democrats is just that, a very doctored CR. Suggest you look it up and read it. It is a CR and not a new appropriation.
Believe what you want. Not a problem to me. Neither one of is along for anything but the ride. Have a nice one.
