Here’s something weird...
I’m reading numerous reports with eyewitness accounts suggesting there was only a single perp doing the slashing.
I haven’t found a single report mentioning more than one attacker.
Why two arrests?

Maybe it’s a “they/them” situation.
It’s England and London to boot.. could be second arrest was just a victim who fought back
