But Rice University chemist Dr. James Tour has found an ingenious solution to America’s rare earths problem.

Tour and his team have pioneered an efficient and low-cost method to extract rare earth metals from electronics and mining waste. The process is known as flash Joule heating.

When he presented his method to a group of generals from NATO, a top general stood up and said: “This is going to prevent wars…If you can take our waste and produce rare earth metals for us, I don’t have to fight wars over this.”

Tour launched the startup company Flash Metals USA (one of over a dozen companies he’s started) to set up the factories where this process will be used to extract critical metals without polluting the environment:

“They’re small, localized factories that are not generating a bunch of waste...You can run a hydro metallurgical process and be very clean, but you have to be able to trap all these secondary wastes…These are clean, easy to set up…The first one is just outside of Houston.”
