I will add that Senator Johnson said that Huber didn't have the power to subpoena, but Horowitz did have that power. Without the ability to compel people to testify, and do so under threat of perjury, Huber had to 'take their word for it' and they all said they did nothing wrong. But note that Durham took Huber's investigative work and ran with it.
So this looks like groundwork Nunes/Johnson and others as the DOJ wouldn't investigate. More groundwork by Huber used to justify the appointment of Horowitz and hundreds of lawyers assigned to work for him. A relay race - Huber ran the first leg and passed it to Horowitz.
