The premise of their ordinance (if that’s what it is) was contingent on undefined “high speed” low altitude flights.

This pilot certainty wasn’t engaging in the kind of disruptive ‘high speed’ endeavor where they might have had a concern.

He’s still not in violation of the law. No matter what is altitude. The Indian tribe cannot override FAA air space.
