Makes sense to me. The bears that attack humans have mostly been killed off and the the offsprings of the ones left rarely attack humans.

Alternate explanation:

5.2 million people live in Hokkaido, 740,000 people in Alaska.

Bears live further away from people in the U.S.

Hokkaido is roughly the size of Ireland.
