When South Carolina threatened to secede over tariffs in 1832, President Jackson obtained Congressional authority to use Federal troops to stop secession. In 1860 and 1861, when the cotton states of the Deep South seceded over tariffs and slavery, President Buchanan did nothing, thus allowing the crisis to fester. President Trump should learn from this bit of history.
