Dems think they can force the R’s either to cave or blow up the filibuster.

If the Republicans in both Houses would pass the same budget, the Rats would have no veto. It appears that hasn't happened, so 60 votes are needed in the Senate to fund the government on an interim basis. Ultimately, the majority must prevail on the budget without a minority veto.
