I guess the writer has a sense of humor, because no other reason is given in the article to have masked federal agents in SF.

Current events are a pretext for Agenda 2030 settling in to the existing infrastructure throughout the U.S. We will be 'connected' to global government.
That's what DOGE was about - behind the scenes tinkering with data systems so we're connected to the global scheme. And done symbolically - as "the Doge" refers to the Doge of Venice - a singular symbolic representation of Venetian power. Since the 'bluest of blueblood-lines' go back to privileged European families, most notably those of Venice.
Federal law enforcement - ICE, National Guard - are going to "keep the peace" - when the SHTF.
Maybe it's just preparing for a worst case scenario, but they are probably creating living spaces and survivability areas for federal LE in all of the localities they visit.
It's clear - at least to some - that our government is anticipating civil unrest in the near future, and are preparing for it in major cities.
