This is just “we can’t track you” and we want to.
Secure access to a websites, via HTTPS, is pretty much a temporary VPN: all traffic to and from the website during the session is encrypted.
Banning this would destroy financially secure web commerce, and any remaining online privacy. (Not to mention being able to intercept and change ordinary web traffic into whatever you want, including pornography.)
And if HTTPS is not banned, it’s easy enough to build VPNs on top of HTTPS.
Are these politicians really that clueless?
