Easiest way to curb misuse of H1-B: mandate that any H1-B visa holder must be paid in the top 10% of his field. Companies would only keep the true brightest and best that couldn’t easily be found among US citizens. Right now H1-B is just a cost-saving program for the tech companies.

Just enforce current law. The displacing of Americans and not selecting Americans is the problem. Fine the offending companies according to the law and deport the offenders as required under the law.

At our Fortune 100 company, they are already paid in the top. You're required to pay them equally to US Citizens and are audited yearly to ensure that they are.

H1-B was meant to supply fill shortages. Require the company utilizing each visa to pay for a scholarship and apprentice program to replace the temporary H1-B visa with a qualified American.
