Nietzsche died in an insane asylum, crazy as a june bug, so I don’t think he is really a very good source of expertise on chaos and order.
But nevertheless, it is true that the Communists’ modus operandi has always been to create the chaos, so they can impose their order. And the folks who created the chaos in the first place, will be first against the wall after the revolution.
