There would be a lot of empty schools in Chicago, but the union contract forces the city to keep them open as an employment thing. There are several schools where there are more employees than students; CTU likes it that way.

There's also an empty juvy detention center in St. Charles, right on Route 38. We pass it both ways to and from Costco.

Not sure it's the same place but it seems like it...maybe called Illinois Institute for Boys...or St. Charles School for Boys ? back then ?
Back in the day,(1966-ish) my H.S. Football team played their football team.(They obviously couldn't play road games :) )
Memorable because because I was 16 and starting at quarterback and I started smoking that day(finally quit about 10 years ago).

Buying that (it at one time was 900 acres) might not be a bad idea. Illegals don't just live in Chicago.
