In July 2016, the Obama administration began developing an Intelligence Community Assessment (ICA) saying that Russia DID NOT have the ability or the desire to influence the American election. This ICA was being prepared in advance of the election that the Obama administration expected Hillary Clinton to win. The ICA was going to be produced as a part of the Presidential Daily Briefing (PDB) given to Obama in mid-December 2016, and forwarded onto the President Elect. The ICA was intended to stop any conspiracy theories that Russia interfered in the election to elect Hillary Clinton.
When Donald Trump won the 2016 election in November, Obama convened an emergency meeting in early December, just the day before the ICA was to be included in the PDB, to pull the old ICA and create a new one that said that Russia DID interfere in the election to elect Donald Trump. This was meant to undermine the incoming administration, and was used as the basis for FISA warrants and the Mueller investigation.
All the notes and communications were declassified and released by Gabbard in late July and early August.
