It looks like this 'man' is trying to confuse members of the military into thinking they would be violating their oath to the U.S. Constitution and U.S. law if they obey President Trump's orders (troops to cities) which he says are unlawful.

Gov. Moore, Commander in Chief of the Maryland National Guard and the Maryland Air Guard, says that Trump's orders are unlawful.

In the video Gov. Moore says that the military is embarrassed by President Trump, has taken an oath to obey lawful orders, and he indirectly says that they are obligated by their oath not to follow unlawful orders. Further, he says Trump's orders are not lawful.

Moore says: "And I think there's a lot of people right now who, when they heard the words from the Commander In Chief yesterday, talking about talking using American cities as training grounds, they're not receiving lawful orders. In fact they're receiving orders that are in direct violation of the U.S. Constitution and of U.S. law.

And so this is what is making this moment so tricky.
