Right. But I have no idea how this will come out, or whether the statute in question contains language that would either authorize or limit the president's ability to set fees. I just don't know.

But it is interesting to see how many people have absolutist positions on this even though they don't know the answer to that question either. Apparently, they don't care about the Constitution, and they don't care about the law. They just about whether they like the underlying policy and believe that's how the courts should rule.
