From a bank customer’s perspective, yes, our deposits into a back from our perspective are assets, and liabilities to the bank. However, that’s the outermost layer of the onion when it comes to “money”.
Deeper into the system, consider that the Central Banks create fiat money and loan it to governments/us at interest. From this perspective, a dollar is a unit of debt. A dollar is NOT money, at least not Constitutional money. A dollar is a derivative of money, not money itself.
That makes bail-ins possible, where the bank “steals” our deposits, legally.
Assuming that you do not yet have one, I suggest, that you promptly get a new USPS PO Box and use that for all accounting, financial, insurance contact info. And to the extent possible, for any government matters that allow mailing to a PO Box (example: reminders for vehicle registration renewal).
Also, never remain logged in to any website. Use an Internet browser's Private Browsing / Private Windows to the extent possible. Set your Internet browsers to clear all (and for all time) cache, cookies, and history when Exiting / Quitting the browser.
Never use a free e-mail account such as Google's or Yahoo's.
Change all online accounts' username-and-complex-password combinations. Using a unique username-and-complex-password combination for each website. And, never use a username that has any connection to your history and who you are.
And next week, change credit card numbers - the new card(s) to be mailed to your new USPS PO Box.
Remove any images / likeness of you, from social media websites. (Make life difficult for bad people and "AI".)
I had my first run in with the IRS for underpayment of taxes this year. I filed a rather simple 1040SR paper form. The person that processed my form botched the additional $2K standard deduction for seniors. I figured out the error in a few minutes, but it took me half a day of being put on hold and dropped connections before I could make my case to a live body. Even though your blood is boiling, you have to butter up the person on the other end of the phone line if you want a resolution.
That's uncalled for.

Yes, I believe it was. But as you said, California will try almost anything. One thing they’re doing now is assuming that you still live in CA even if you moved out.
And since you still live in CA (according to them), you owe CA taxes.

About 10 yrs ago the FTB tried to come after us, saying since we hadn’t filed a state tax return for 1996, they went ahead & did it for us. They claimed we owed them $5000 even tho we made next to nothing in California in 1996 & got money back from the federal earned income deduction that yr. I figured either they were mistaken or just fishing so I ignored it. They tried again a few yrs later but I never replied & they went away.
Unfortunately in your case, they already took the money. Now they need to tell you why.
They need the money so they can change the sign from

to HELLYESWEED
