Yes they do.

A company I used to work for had contracts with some consulting companies and most of them only provide Indian contractors. My wife’s experience is the same.

I have worked primarily remote since 2008. One time I hired a systems engineer from a contracting company. He started a couple of days prior to me traveling to the office. Upon arrival one of my engineers called me aside and said the new guy didn’t know anything. It was odd because we had an in-depth (remote) technical interview with him and he seemed well qualified. I assigned several very simple tasks to him to complete by the end of day and he failed miserably so I cut him loose on the spot.

It turns out that the consulting company uses ringers for the interviews and then sends a flunkie to work the contract. Thats right, someone else did his technical interview for him.

I worked for a major US bank until I retired a few years ago. They have on staff a huge number of contractors supplied by the firm under discussion and one other firm that is also well known. A few years ago, they determined that interviewees were accompanied by subject matter experts who were off-camera and were feeding appropriate responses to the candidate during their remote interview. As a result, the bank began a policy that the candidate was not permitted to look anywhere but directly at the camera during the interview.
