The Continuing Resolution proposed by Democratic Senators would repeal the entire healthcare title of H.R. 1 (the One Big Beautiful Bill), reversing the law’s elimination of several healthcare benefits for illegal immigrants.
H.R. 1 included the following:
• Reduces federal reimbursement for Medicaid for health care for illegal aliens.
• Ineligibility for federal programs: The law maintains the long-standing exclusion of illegal aliens from federal programs, including Medicaid, Medicare, and the ACA marketplace.
• ACA subsidies: DACA recipients and those with Temporary Protected Status (TPS), are no longer eligible for subsidized health plans on the ACA marketplace as of January 1, 2027.
• Medicare: Beginning January 1, 2027, eligibility will also be restricted, causing refugees, asylees to be ineligible for taxpayer-provided healthcare benefits.
