I am quite sure they were not supposed to give out those benefits.

I was a very young kid when our church sponsored Vietnamese refugees fleeing communism, just old enough to remember we had to give to a special fund since the families couldn’t use welfare.

(That didn’t last too long because the Vietnamese quickly found work or started businesses)
