It’s my understanding that pepper spray is legal in all 50 states. But many states impose restrictions. From the link below, in New York a pepper spray canister can contain no more than 0.75 ounces of spray.

I don't think so, but I believe it has to be purchased at a gun shop or similar. No mail order.

Yes, in most jurisdictions. Like England, it is illegal to defend yourself with anything other than a whistle. No tazer, spray, knife, anything.
