Because they are compartmentalized and actually never learn who the true head of the organization really is. The members of each rank only knows one leader in their rank who reports higher but they do not know who that is he reports to. Each level has Identity firewalls isolating them from the level below it. So there is no way to actually name, identify, or prove one top leader...
