This is a well-orchestrated publicity campaign, organized by her lawyer. But she could call it a "hat" a "rat" or a "bat" in other documents, and it would not matter; it is what she called it in the loan documents that she signed under the penalty of perjury during the loan-granting process that matters. This is a PR campaign, designed to distract from the essence of the matter. Only shallow media could regurgitate it without making that distinction

As a minimum, at this point in time there appears to be a serious ethical breach that goes to her ability to be able to perform competently and ethically at her job at the Fed and maintain the public trust. Whether charges are files remains to be seen.
Now she comes across as a political hack who is personally entitled to the position. The media is running cover for her. Lesser people have resigned for lesser ethical oversights in givernment and other institutions.
