I see fascism as a hierarchically-structured society with a big government, and a person's rights and privileges determined by their rank in government. Laws are determined by whatever the highest ranking members decide. There are many varieties of fascism that could all fit inside this basic definition, but that's just extra. Big government is the prime prerequisite.
