REDDING, Calif. — Shasta County's transition from a "general law" to a "charter" county, approved by voters through Measure D in March of last year, is now under scrutiny due to an administrative oversight.
Board Chair Kevin Crye says while the measure passed, the paperwork was never sent to the Secretary of State as required by law.

...Former Assistant Registrar of Voters Joanna Francescut sent a statement to the Northstate's News, saying "I was not aware of the additional paperwork that was required to be submitted to the Secretary of State's office until a member of the administration team called to discuss the situation a few weeks ago...
Imagine spending all that time to get to elected board, rallying enough support to overcome inertia, spending all that time making a change in the system that is productive, and staff and the lawyers not bothering to do the backend.
The elected government unit is what its board says it is, its charter is up to itself. That the paperwork did not make the state capital, is something the staff should be fired for. That nobody at the state saw the news in the paper and flagged the process is why California state government needs to be split into 7 to 10 new states.

Francescut did not say why she was terminated....
.... I am saddened to leave a department and a team I have proudly served for the past 17 years. It has been an honor to contribute to Shasta County elections with integrity, experience, and dedication,” Francescut said....

,...Francescut was terminated by the county’s new registrar of voters, Clint Curtis, under at-will employment. It does not require cause or notice.
Curtis had been in the role for five days at the time of firing Francescut. He was selected by the board of supervisors after the previous leader stepped down, and his appointment to the role has been controversial.
Curtis is a Florida-based attorney who has expressed concerns over voting machines.

,...Election Reform Advocate Laura Hobbs supported Francescut’s dismissal, citing alleged poor performance and legal violations. “Joanna has been held to account for her poor performance in the last two elections and I think that’s a good thing for the community. She has gone behind the Board of Supervisors back and rewritten the Zuckerberg funded grant of 1.5 million dollars and she has broken over half a dozen different California state election laws just within the last election alone.” Hobbs said, adding that Curtis, despite his lack of experience, will be able to manage future elections effectively without Francescut...

...”I expected this to happen,” Francescut said. She said that in recent years, she’s faced an uphill battle with the county’s supervisors, who gained notoriety for siding with far-right conspiracy theorists who falsely claimed the 2020 election was stolen....
